Contract
To manage the definition and prioritisation of key transport delivery portfolios for Vision Zero.
Provide support to sponsorship and delivery teams across the project (including CCT, Surface Sponsorship, EOS) and externally (e.g. including London Boroughs, freight operators, the MPS etc.) to ensure that the outcomes required from programmes
- Define actions or programmes to achieve the objectives of the relevant investment and activity portfolios, in line with the MTS outcomes and associated targets.
- Provide the supporting evidence to enable the prioritisation of the portfolios annually in line with available investment and delivery budgets, and to inform the business planning cycle led by the Transport Strategy team.
- Managing portfolio activities to enable a clear understanding of portfolio budgets, programmes and required outcomes and benefits.
- Define analysis to identify requirements and opportunities for interventions to improve future outcome performance
- Manage performance tracking of the relevant portfolio outcomes and analyse impact of in year changes to the portfolio composition
- Supporting activity required for the relevant governance boards (e.g. the Healthy Streets, Air Quality & Environment Portfolio Boards and Programme & Investment Committee) to inform on progress and enable them to authorise annual programme budgets.
- Represent City Planning where required including through meetings, conferences, seminars, stakeholder events and media interviews, providing technical advice on relevant mode / policy area & disseminate best practice in mode / policy area. Deputises for the Delivery Planning Manager appropriate / necessary.
- Potential direct line management responsibilities of a small team and projects are delivered. In addition, define performance tracking and best practice to improve future performance Management of budgets for small projects and research commissions (under £1m)
Possible direct line management of junior colleagues and indirect/matrix management of project resource.
Key Interfaces
- sponsorship teams to provide portfolio and programme overview, reporting, & provide support resource where appropriate
- Surface Delivery teams to develop programmes of work as required e.g. CCT marketing, comms, freight and TDM
- City Planning teams and Surface MDs office
- senior managers to facilitate the successful delivery of programmes, to inform policy development and influence strategy
- External stakeholders as defined by policy / delivery planning priority, and in line with accountability for these stakeholder relationships
- Greater London Authority (Mayor’s Office and Assembly Members) to facilitate the successful delivery of programmes, to inform policy development and influence strategy
Knowledge
- Relevant qualification at degree level or higher and/or professional membership / qualification of a recognised professional Institution (e.g. ICE; IHT; CILT; RTPI) or equivalent experience (desirable)
- In depth knowledge and practical application of emerging best practices some of the following areas: - portfolio and programme management systems; appraisal, environment, public health, relevant modal expertise and understanding of TfL governance.
- Detailed understanding of cities from the perspective of transport systems, health and environment, particularly London and its governance
- Detailed understanding of transport planning and the wider context to the development of projects and proposals
- In depth understanding of London, UK, and wider transport and planning policy issues
Skills
Transport planning in line with national and international best practice.
- Strong analytical skills and ability to handle complex data and legal information.
- Assessment and appraisal techniques and their application (practitioner)
- Specific technical skills relating to Delivery Planning technical priorities
- Skilled problem solver with a willingness to work flexibly, including working in virtual teams, and positively in meeting TfL and Mayoral objectives
- Excellent standard of visual and verbal communication, including producing high quality reports and presentations
- Able to deliver work on time and to high quality, including managing own time to meet competing priorities
- The relationship between data and its intended application(practitioner)
- European, National, Regional and London policy developments and trends
