We are currently supporting a client in recruiting for a Procurement Manager on an interim basis for a period of 3-6 months. The successful applicant will be responsible for procurement of indirect goods and services within a busy company operating in the rail sector.
Goods and services could include IT services, Facilities Management, Consultancies, Workwear and many other indirect categories.
The successful candidate must have experience in public sector procurement and be able to manage projects through the full lifecycle.

Key Responsibilities:
- To develop, run and manage procurement activity within defined spend areas in line with Public/Utilities Contract Regulations.
- Develop procurement plans/strategies and lead on procurement within defined categories of Procurement Expenditure in partnership with Budget Holders including but not limited to robust, open and fair evaluation methodologies, pricing and payment mechanisms, contract management schedules.
- Contribute to the overall Procurement Strategy which considers market shaping, sustainability and corporate responsibility.
- To make a major contribution to Procurements achievement of its cost saving targets.
- Support and or/lead on the development of procurement policies and guidance to support stakeholders with procurement legislation.
- Strong stakeholder management.
- Deputise for the Head of Procurement when required.
- Ability to plan and execute negotiation strategies or support where required for a range of spend areas.
- Guiding and supporting the business in application of public contract/utilities contract regulations activities in line with the company procurement policies.
- Developing procurement plans/strategics for a range of spend requirements.
- Directly lead on identified areas to drive savings, innovation and social and economic improvements from procurement activity.
- The role will include the allocation of procurement resources and management and monitoring the delivery of complex projects and programmes.
- Contract manage specific commodity supply arrangements.
- Coach and advise contract managers within the business and act as an escalation point for issues.
- Liaise with the Franchise Team and the Department for Transport to obtain approval of Key Contracts in line with the Franchise Agreement.
- Prepare and negotiate contracts and contract amendments necessary to meet business requirements and franchise commitments/obligations.
- Manage the supplier accreditation process.
- Review and approve purchase orders over £10K.
- Ensure contracts personally negotiated are registered and regularly updated within the contracts database.
- Regularly attend stakeholder departmental meetings to build relationships and gain knowledge of their forward requirements.
Required Skills and Experience:
- Working towards or hold Chartered Institute of Purchasing and Supply Qualification (MCIPS)
- Three years + Procurement experience across a wide range of goods and services. Knowledge of construction related Procurement an advantage but not essential.
- Experience of tendering under EU Procurement Utilities Contract Regulations or Public Contract Regulations.
- Sound commercial and financial awareness.
- Significant experience in internal stakeholder management.
- Good working knowledge of contract law.
- Good communication and negotiating skills.
- Ability to multitask and manage several concurrent/conflicting projects and deadlines.
- Ability to work collaboratively with a range of individuals and teams in order to drive ongoing value.
