Rates - PAYE - £308.80 to £347.39 OR Ltd - £351.49 to £395.43

My client, Network Rail are looking to engage an experienced Programme Controls Manager to join their Route Services team in Milton Keynes for an initial period of 6 month. As the Programme Controls Manager you will be working in their transformation programme to revolutionise how Route Services deliver's to its customers. You'll be joining a small team managing the control functions for a portfolio of approximately 20 change programmes which are set to deliver in excess of £300M efficiencies in CP6.
Key Accountabilities:
* Work within established financial systems and clear project controls objectives, scheduled and track budgets, highlighting variances in order to produce robust management information
* Establish effective control processes within the programme in accordance with the appropriate governance structure. Providing advice to colleagues on issues relating to own projects or programmes, providing subject matter advice in order to support delivery and ensure there is alignment between policy and operational practice
* Maintain a register of all transformational change initiatives, and monitor and report against programme plans and performance objectives, highlighting variance from plan, risks and corrective actions.
* Review new project proposals / definitions and their deliverability whilst identifying and facilitating cross-functional initiatives/projects that will secure efficiencies and reduce duplication of effort.
* Provide accurate and timely periodic reporting to project sponsors, senior management and key stakeholders.
* Perform analysis of specific performance issues identified as part of the programme's reporting framework, or as directed by senior management.
* Establish and maintain an effective reporting and communication framework for programme.
* Manage the development and production of the Integrated Plan as part of the business planning process.
* Manage and comply with Company procedures to provide appropriate resources, communication strategies, training and competency to safely deliver accountabilities.
Your experience will include:
Essential
* Educated to Degree level or equivalent.
* Project management qualification or evidence of managing complex programmes with significant financial benefit
* Successful relevant experience and competence of investment, project control systems and change management.
* Knowledge of investment processes and procedures
* Knowledge and understanding of project and contract management.
* Good financial and commercial awareness.
* Experience of a wide range of Communication techniques and Stakeholder Management.
Desirable
* Good understanding of operational railway environment.
