Main Purpose
To support the Rail North Team with programming and resourcing all rope and specialist access structural examinations as efficiently as reasonably practicable. Ensuring safety is always the priority, promoting safe working practices.
Key Responsibilities
- Manage team of Rope and Specialist Access Examiners acting as resource manager, ensuring productively is rostered in conjunction with the annual structural examination programmes.
- Identify and robustly plan all access constraints to effectively deliver the annual work loads.
- Actively maintain/ manage, in conjunction with operations support, all specialist access equipment to meet requirements of LOLER and IRATA code of best practice.
- Act as operational L3 where required if competence held
- Ensure that all work is programmed and undertaken to satisfy the requirements of the Contract KPI’s.
- Ensure that close calls, near misses and any other incidents are reported without hesitation and investigated comprehensively.
- Undertake on-call duties as Duty Manager as required.
- Support Head of HSEQ with RA processes, procedures and accreditations.
- To provide guidance and instruction on all stipulations under LOLER regulations 1998 and IRATA code of best practice.
- Programme and schedule the contract work bank each year, directly managing rope and specialist access examiners with varying degrees of IRATA competence.
- Improve and evolve our systems, tools and processes so that we can drive efficiency and bring benefits to XEIAD and to our clients.
- Determine requirements for non-rail access, plant and equipment necessary to undertake the examinations, then procure with support from the commercial manager.
- Undertake the role of Responsible Manager as appropriate under the Network Rail Standard 019.
- Ensure that the appropriate SWP documentation is prepared and in place at all times in accordance with Network Rail standard 019.
Essential Experience, Qualifications & Skills
- Minimum of 5 years’ experience in project management within the Rail Sector
- L3 IRATA
- IOSH manging safely or equivalent H&S competence or demonstrable understanding of LOLER regs 1998 and IRATA code of practice
- Personal Track Safety (PTS)
- COSS
- Full clean driving license
Desirable Experience, Qualifications & Skills
- Prince 2 or APM accreditations
- Knowledge of the structural examination’s portfolio
- HNC/HND or equivalent in Civil Engineering or related discipline
