SCADA Proposal Manager
General summary of position:
Responsible for the delivery of the project technical bidding and scope management needs for C&I bids to agreed quality, budget and programme.
Principal Accountabilities and Essential Duties
The purpose of the work and the results to be accomplished. For each accountability identify the percentage of time devoted to it (Only where greater than 10%)
Bidding:
Responsible for co-ordination of the output of multi-discipline & engineering teams, including contract resources, in order to ensure robust solutions are developed for multi-disciplined bids. Responsible for developing the engineering contracting strategy for bids in conjunction with the Bid Project Manager. Responsible for the review of engineering tenders and bids with regards to resources, plans, risks, process, integrated design, sub contract vetting etc prior to release. Participate in PM@TS bid stage gate reviews and the LoA process where required. Support the Bid Manager in post submission presentations. Act as Bid Manager for small bids up to £1m in value
Manage the arrangements with the client.
Surveys:
Conduct or arrange site surveys as required.
Engineering Management:
Responsible for the implementation of processes and procedures described within the quality systems for projects / bids. Responsible for co-ordination of the output of engineering teams, including contract resources, in order to ensure robust solutions are developed for projects. Responsible for defining engineering costs for projects. Responsible for the management & review of the engineering programme for projects. Responsible for ensuring that project engineering scope changes are effectively reviewed and implemented to agreed cost/programme. Responsible for communicating the goals, objectives and responsibilities of the engineering function to project staff at PM070. Responsible for establishing & chairing formal engineering reviews for projects and managing effective close out of actions. Responsible for ensuring that standard changes affecting the engineering delivery of the project are assessed and implemented/briefed accordingly. Responsible for establishing a robust and auditable IDC (Inter Disciplinary Check) process to ensure a co-ordinated and effective approach is adopted and that there is effective construction (buildability).
Responsible for identifying improvements in the business unit procedures and processes and driving through change within the business. Help identify training, recruitment and development needs of the project engineering team. Participate during technical audits meetings and reviews & support during technical investigations.
Implementation:
Assist in managing the delivery of engineering designs, included sub-contracted elements, to the construction organisation in accordance with agreed project cost & programme. Participate in project progress meetings as required.
Project closure:
Attend lessons learned and project close out sessions. Capture lessons learned and shared knowledge with colleagues to ensure that they are utilised for future bids.
Post EIS: (Enter into Service)
Manage technical proposals for maintenance and support contracts
Other functions and responsibilities
Act as mentor for junior members of the design team
Act as coach for junior members of the design team.
Support business initiatives and improvements.
Support sales team at PM010 & PM020 stages.
Deliver presentations relating to job responsibilities and progress.
Foster & develop professional networks within the industry through attendance at appropriate lectures, seminars. Identify synergies in order to realise cost savings within the business.
Liaise with SQE group to ensure due regard is given to safety, quality and environmental issues.
Provide support during internal / external audits.
Work Experience
Essential
Previous proven design engineering and management experience at expert level.
Knowledge of technology, systems and processes within the C&I department at
expert level.
Business skills at practitioner level - Desirable
Working knowledge & experience of infrastructure engineering disciplines
(E&P, civils, OHLE, electrical etc) at practitioner level.

Educational Qualifications
Ideally educated to HND/Degree level in an appropriate technical discipline.

Required Licences and or certifications
Work commitments and project location may lead to an element of travelling & time working away from home.
An element of working outside of normal working hours maybe required to support the delivery of bidding activities. An element of the engineering may be undertaken during night shift or weekend working.
