Test and Commissioning Manager

A Test and Commissioning Manager is required to work in a permanent staff position for a large blue engineering company based in York, however this could be based out of another of my clients offices in the North. The role has an attractive package associated to it and benefits package.

Reporting to the Engineering Manager (Fixed Telecoms), the Test and Commissioning Manager leads and directs the Fixed Telecoms test and commissioning engineering team to deliver the test and commissioning engineering aspects of Fixed Telecoms tenders and projects within agreed timescales and budgeted costs, and is responsible for its contribution to overall business performance.

The candidate will need to manage the whole of the Test and Commissioning delivery nationwide for the telecoms portfolio, they will be line manager for a team of elite telecoms testers and they will support with Strategy development for the delivery and the business development requirements in their field.

What are my Responsibilities?
* Lead and manage all Fixed Telecoms test and commissioning delivery activity.
* Undertake the role of Commissioning Manager (CM), Lead Person In Charge of Testing
* (PICOT) or PICOT on Fixed Telecoms Projects.
* Manage all Fixed Telecoms test and commissioning engineering activity to deliver system development and implementation, including sub-contractors and test equipment.
* Plan, co-ordinate and manage Fixed Telecom test and commissioning engineering resources effectively and efficiently including personnel, tools and equipment.
* Support the Engineering Manager (Fixed Telecoms) for staff recruitment, development and training activities to meet current and future business needs.
* Undertake competence management and development for Fixed Telecoms test and commissioning engineering personnel.
* Specify testing competencies and ensuring that testing staff (interlal or sub-contract) have the necessary licenses and competencies to undertake testing activities
* Auditing of test and commissioning personnel and activities.
* Develop and implement strategies to improve business efficiency within the Fixed Telecoms test and commissioning engineering team, including process improvement, outsourcing, resourcing and technology/design standardisation and re-use.
* Ensure the appropriate standards, processes, procedures, and tools are applied throughout the test and commissioning engineering life cycle.
* Ensure Fixed Telecoms test and commissioning tasks are delivered in accordance Safety and Quality procedures and meet all applicable legislative, safety and customer requirements.

What experience do I need to apply for this role?
* HND or equivalent in relevant subject
* IRSE License in relevant category (e.g. Test Manager, Telecoms)
* Proven experience in PICOT role for Safety Related Telecoms and Operational Telecoms projects.
* An engineering background with previous management experience in a relevant Fixed Telecoms engineering environment.
* Delivery of test and commissioning tasks for implementation projects within the Main Line, Mass Transit and Light Rail environment.
* Proven success leading and motivating a team of professional engineers for effective test and commissioning of complex systems.
* Proven experience in management and delegation of tasks in a structured and effective manner.
* Experience and knowledge of implementation project engineering processes covering development, test, commission and handover.
* Knowledge and application of requirements management.

* Knowledge of Safety Critical and Safety Related activities in the rail environment.

* Proven Experience in undertaking the role of Commissioning Manager (CM) and (Lead) PICOT.
* Proven flexibility in the role as it requires an element of travelling and unsociable hours working which may include night working, weekend working and bank holiday working.
* Proven experience of managing delivery of Operational Telecommunications systems test and commissioning activities in the rail environment.

* Knowledge of BS7671 17th Edition wiring regulations desirable.
* Proven experience in the development and implementation of process improvements to deliver increased efficiency, quality and productivity in a relevant Fixed Telecoms engineering test and commissioning.
* Proven experience providing estimates for engineering projects and tenders with regard to test and commissioning resources, plans, technology, risk and process.
* Good knowledge of IT systems and software, especially Microsoft Office and Project.
* Excellent interpersonal, presentation and communication skills.
* Excellent organisational, time management and problem solving skills.
* Network Rail Personal Track Safety competency.
* Full UK Driving licence.
