Here at Amey we support the multi-billion-pound contract to run the Wales and Borders train service and to develop the Cardiff Central Metro. We will work closely with TfW to deliver a new era for passengers and for Wales, with more services, newer trains, better stations and a more reliable network. We will continue to provide support to TfW Ltd in delivering key projects such as the introduction of new rolling stock and the construction of the £738m South Wales Metro (SWM) transport project, a planned multi-modal transport system, which incorporates trains, light rail and bus services.

What is the purpose of the role?

To manage design and/or construction activities for allocated projects. Managing so that appropriate engineering standards are used in relation to design and/or construction on allocated projects within the national programme with compliance to the requirements of industry standards, relevant legislation, company standards & procedures.

MAIN AREAS OF ROLE RESPONSIBILITYIES & ACCOUNTABILITIES

1. Implement systems and procedures to maintain a cost effective, high quality, safe and environmentally responsible approach to design, construction, commissioning and other technical activities on relevant projects, compliant with all relevant legislation. Liaise with regulators and others as appropriate.
2. Monitor specific projects managed by Infrastructure Investment so that they are engineered to the standards and specification, allocated design and construction contracts include reference to and are compliant with appropriate Railway Group and Company standards, formal specifications and procedures.
3. Manage all engineering activities so that they result in schemes that are affordable and meet programme requirements in a safe and environmentally responsible manner for time, cost and quality.
4. Maintain the use of relevant techniques and procedures of quantified and qualitative risk assessment and HAZOP analysis to allocated projects and manage the environmental aspects of allocated projects in accordance with environmental policy.
5. Monitor design and specialist consultants and contractors.
6. Provide project management advice in respect of all construction activities, including testing and commissioning and site supervision. Manage so that the design and/or construction elements of relevant projects meet the requirements of current legislation, including construction design management (CDM) regulations.
7. Monitor so that the contractor's design/construction/specialists personnel are competent.
8. Undertake reviews of design and/or construction activities. Arrange audits of contractors monitoring safety, environment and quality of design, construction, testing and commissioning and management systems is adequate.
9. Carry out the duties of designated project engineer (DPE) for specific projects.
10. Identify and share best practice across the various project teams.

11.Comply with Project Specifications, Commissioning Plans and Procedures.
1. Direct and support other Commissioning Engineers/Assistant Commissioning Engineers, as required, to perform their duties, taking a lead role on certain areas as directed by the Commissioning Manager/Project Manager.
13.Assisting Commissioning Engineers with the testing of complex schemes and modern microprocessor based relays and to provision of the master software files associated with these devices.
14.Assisting the Design Engineers with the design of the microprocessor based relays software logic and settings, preparing specific factory and site test processes to prove the design.
15.Assess suitability of plant as complete and ready for test from the Construction staff.
16.Undertake testing to ensure installation is in accordance with the design.
17.Execute of Commissioning and Testing across interfaces.
18.Maintain associated documentation.
19.Record any design or As Built Changes as a direct consequence of Commissioning Tests.
20.Identify any specialist test equipment and tools.
21.Identify training requirements to keep team knowledge up to date with; new technology utilised on new projects, changes in regulations and standards.
22.Review and develop subcontractor commissioning procedures to meet the contract specific requirements for each project.
23.Witness commissioning by subcontractor and specialist engineers.
24.Attend and witness equipment works tests when required.
25.Assist with the preparation/review of works test plans and procedures.
26.Co-ordinate with substation Project Engineers and provide advice on commissioning activities.
1. In the support of a given project the Commissioning Engineer is accountable for the Level A - OLE activities and must bring to the attention to the Commissioning Manager and/or the relevant Project Manager/Engineer any problems or requirements for additional resources as they become apparent.
28.Liaison with, design, construction, planning and commercial teams.
29.Liaison with HS&E team for compliance with the roles under the CDM Regulations 2007.

Essential

Successful relevant experience in engineering disciplines, ideally with involvement in construction and design projects across multi discipline areas. Technical qualifications to HNC/HND or equivalent GNVQ level. Knowledge of quality assurance. An understanding of the arrangements required for the independent assessment of work. CDM, risk assessment , auditing internal and external competency.

Candidates needs experience of railway isolation and testing/commissioning activities, hold Nominated Person competence for undertaking OLE isolation's, Section proving, Short Circuit testing, use of line tester & portable earth equipment, liaison with Electrical Control Room operators, Network Rail Isolation planners and other stakeholders.

CITB CSCS scheme and PTS

Desirable: Membership of a relevant professional body with chartered status and/or educated to degree level. Knowledge of structuring safety cases in support of projects. An appreciation of environmental issues in engineering works. Six Sigma Yellow Belt. Project safety management experience Yellow book course.
