Main Duties & Responsibilities:
As T&C Lead you will support HSR, conventional railway, Metro and LRT projects on their T&C activities.
- Your responsibilities will include but not be limited to:
- Coordinating all aspects of the commissioning programme for the project, including planning, scheduling, coordinating and executing the commissioning.
- Preparing documentation and execute the testing and commissioning plan.
- Ensuring commissioning is in accordance with the approval procedures and design requirements of the authorities.
- Implementing efficient processes to manage system safety (including CDM, CSM-RA and interoperability), Verification and Validation (V&V) and Systems assurance to obtain relevant certifications.
- Coordinating with the Contracting Authority Representative, Independent Certifier and third parties to prioritise the review of each commissioning submittal.
- Organise and supervise dynamic testing and early-phase operations.
- Prepare monthly reporting to the Technical Director / Project Director
- Coordinate with procurement, EDI, HR and commercial team and Support as per requested information or deliverables (e.g. HR for job descriptions, Sustainability for reports, CDM for risk registers, Financial for budgeting forecasts etc.)
- Responsible for capitalization (for example, standards and regulations, activities on projects and lesson learned)
- Ensure best practice of ‘technical sharing’ with the Rail Business Unit technical departments
- Produce publications in technical review and congress
Person Specification:
Essential:
- Excellent communication skills with high energy, collaboration, and a can-do attitude.
- Demonstrated skills in leadership and collaboration.
- Experience levels of 15-20 years in the design, construction, pre-commissioning, commissioning, maintenance and assurance perspective of rail systems and infrastructure.
- Experience in planning of commissioning activities including retro-planning.
- Extensive proven technical experience in testing & commissioning activities and a broad knowledge of principles and practices of related areas.
- Experience of set up of the temporary operation procedures and associated team during T&C phase (including work permit management, traction power isolation management, train movement management and itinerary setting management, etc…)
- Substantial track-record in successfully commissioning complex rail project of large scale.
- Experience in commissioning Alternative Delivery, (Progressive) Design & Build or PPP projects is desirable.
- Broad knowledge of industry and regulatory standards and criteria pertinent to rail T&C, maintenance, operations, and testing.
- Capable of leading by example, developing team members and being a direct client point of contact.
- Proven ability to develop, nurture, influence and manage multiple complex and demanding stakeholders.
You must have the right to work in the UK.
Desirable:
- Diploma or Bachelor’s degree in Engineering
- Member of a relevant professional institution
- Highly desirable to have practical experience with requirements, design, development, configuration and testing of rail systems packages and management of such projects
