We are currently creating a pipeline for an upcoming vacancy as recruiting for a Director of Strategic Business Planning on a remote hybrid basis in the Glasgow area.

As a Director of Strategic Business Planning, your main responsibilities would be:
- Develop a long-term strategic business plan for the region and its control period 7 requirements, setting out the benefits arising from varying levels of investment across infrastructure and associated train operations, ensuring that it aligns with Transport Scotland’s published High Level Output Specification and Statement of Funding Available statements.
- Produce a single industry-wide set of financial projections, through an integrated profit and loss account, highlighting the total costs and revenues of running Scotland’s Railways and transparency on the variations in the level of subsidy across different lines on the route.
- Develop a proposed performance scorecard for control Period 7 that will provide meaningful stretch for the railway as a whole and which will drive a culture of continuous improvement.
- Develop options that will maximise the revenue opportunities for passenger and freight revenues.
- Commission associated asset resilience and improvement plans from the engineering and asset management community, with volume and efficiency targets, that will incentivise the driving down of the unit costs of delivery and that take account of enhancement plans.
- Develop optional proposals that set out how additional investment in the railway would support the Scottish Government’s net zero emissions ambitions through asset sustainability improvement plans.
- Produce associated operations and maintenance delivery plans that deliver a safe level of asset resilience and are delivered in the most efficient manner possible.
- Identify proposals within the strategic business plan that will remove perverse incentives and disincentives that drive single organisational motivation and protection of financial interests.
- Identify proposals to deepen the organisational integration between Network Rail and ScotRail and how a more holistic approach to procurement can drive down costs to the railway overall.
You’ll have:
- Previous experience of negotiating and building collaborative relationships
- Developing business plans
- Working in a high-level environment
- Rail experience is highly desirable
- Successful previous experience of negotiating and building long-term collaborative relationships with senior stakeholders in other organisations to build common delivery objectives
- Successful previous experience in the development of business plans and business cases in a complex organisational context and the financial models that support future scenario planning
- Programme management experience in a complex organisational context
- Proven ability to negotiate with and challenge colleagues at all levels across the business and industry
- Proven strong leadership skills, with successful experience of managing teams in multi-disciplines, both directly and in a matrix-management set-up
- Experience of working with and directly managing strategic advisers and other consultancy-based organisations
You will also have these Qualifications/Skills:
- Educated to degree level, or equivalent, via a relevant professional qualification
