Head of Integrated Access Planning
Purpose of the Job
The Head of Integrated Access Planning leads, manages and communicates all access planning and transition access control of the programme. The individual is responsible for working with RFLi to ensure an integrated, safe and controlled access plan is arranged and communicated, and all conflicts are resolved in a timely way.
Principal Accountabilities
Support the business in relation to the following:
- Develop and implement a transition plan for transitioning access control of the trace from delivery to the operator
- Work with RFLi Head of Access Planning to transition to the RFLi T-26 access planning process by October 2020 (26 weeks before ROGS transition)
- Setup and Chair the Programme Access Change Control Panel, to be run weekly and to consider all access requests, deconflicting and prioritising access on a programme wide basis
- Collaborate with the RFLi Head of Access Planning to de-conflict access requests between delivery, TT&C, and maintenance and operations priorities, including NR and TfL access.
- Escalate conflicts that cannot be resolved on a business case basis to the CPD and COO for decision
- Communicate to the company and RFL the access plan in a controlled way to ensure that all affected parties are aware of the access arrangements
- Work with the RfLi Head of Access Planning, RfLi leads and relevant Contractors to provide suitable qualified and competent resource to enable the safe and timely provision of access on the trace.
- Take reasonable care of your own and others’ health and safety and of those who may be affected in the day-to-day delivery of this role by taking personal responsibility for working to Target Zero principles.

Main challenges of the job
- Developing and facilitating the programme integrated access planning process
- Coordination of an integrated access plan between directorates and receiving parties, including LU and NR
- Adjusting promptly and effectively to scope changes
- Resolving access priority conflicts in a timely way to support the achievement of the DCS milestones
- Integrating the access requirements with the RfL maintenance, LU access and national rail network access plans
Person Specification
- Detailed understanding of delivery strategy and priorities, and their application to the access plan
- Experience with supporting large scale complex programmes of work
- Detailed understanding of the access planning process and ability to anticipate transition challenges
- Detailed understanding of the Programme scope of work and remaining works
- Detailed understanding of safe track access personnel competency requirements
- Ability to negotiate and resolve conflicting programme demands to the satisfaction of all parties
- Stakeholder management capability with respect to third party access interfaces (TfL/LU/NR)
