• Transfer Better Value Railway Principles into business as usual
• Embed the principal of Strategic Planning as a profession as valuable with the Regions
• Taking the key competency framework created for the Strategic Planning profession, use experience and liaison with (amongst others) other transport planning bodies to identify the correct mix between self lead, peer to peer and external training to ensure competency.

Types of skills requested:

The work we need to undertake on both Strategic Planning Profession/Better Value Railway and Restoring Your Railway requires the following skills and experience.

• The right person has credibility at Regional MD and Infrastructure Director level in order to influence effectively and also have experience in the transport sector embedding a competency framework.
• Experience in sponsorship and delivery of a railway restoration projects including ;
  • Experience in specifying a whole rail system including infrastructure, rolling stock and communication systems
  • Detailed understanding of and practice in executing the planning and consent process necessary to reinstate a mothballed railway, reinstate a former route and build an new route
  • Experience in preparation and advocacy of complex business cases and creation of funding partnerships
  • Extensive practical knowledge of working in highly political environments and in forming complex stakeholder alliances
  • Detailed understanding of the commercial mechanisms necessary to procure infrastructure and rolling stock
• Experience in developing frameworks to diagnose transport challenges and specify effective and efficient transport solutions including ;
  • Understanding of best practice integrated transport systems in in the UK and other similar transport systems internationally
  • Understanding of best practice transport planning frameworks in the UK and other counties with similar socio-economic environments
  • Experience of utilising a wide variety of tools and techniques to assess what type/mode of transport , or mix of modal solutions provides the optimum solution
  • Experience of translating transport solutions into infrastructure and rolling stock project specifications
  • Understanding of best practice tools to manage cross industry rail system programmes and mitigation of project and portfolio risk
