Network Planning & Management Director

BWP are currently representing a leading rail owner and operator who have an opening for a Network Planning & Management Director. You will be responsible for overseeing the development and implementation of Network Planning & Management policies, processes and standard operating procedures, in line with policy framework and national/international regulations, and ensure operations are performed according to HSE, Security and Quality standards. You will support the monitoring and resolving of sources of operational delays, as a result of process inefficiencies pertaining to Network Planning & Management, train scheduling and delays, etc.

Strategic responsibilities:

  • Articulate, develop and update the Network Planning & Management division's strategy in compliance with the organisation's strategy, and leading its execution in line with objectives
  • Develop the Network Planning & Management business plans, KPIs and milestones in line with strategy, and ensure divisional annual plans are in line with the business plan
  • Monitor the financial performance of the division against the approved budget, ensure accurate and timely reporting on variances to the Finance Division and formulate corrective measures and plans to optimize financial performance of the division
  • Monitor the operational performance of the division against the approved targets and KPIs, and take the necessary corrective and preventive measures, in coordination with the Corporate Control Division, to enhance performance and better serve the business
  • Support the VP in formulating and updating vision and strategy as it relates to Network Planning & Management activities and plans, and provide insight to the strategic decision-making process to drive the organisation's objectives

Operational Responsibilities:

  • Oversee the development and implementation of Network Planning & Management policies, processes and standard operating procedures, in line with policy framework and national/international regulations, and ensure operations are performed according to HSE, Security and Quality standards
  • Lead the development and implementation of all Network Planning & Management to drive network efficiency and utilization and ensure that the implementation of the divisional activities is fully compliant with the approved policies, procedures, rules and regulations
  • Contribute to the development of all operational plans ensuring the effective coordination of all operational requirements across the organisation through integrated short and long-term operational planning
  • Support the monitoring and resolving of sources of operational delays, as a result of process inefficiencies pertaining to Network Planning & Management, train scheduling and delays
  • Effectively manage and coordinate critical situations as a result of incidents that affect the rail traffic operations (e.g. network outages, accidents, road blocks)
  • Direct rail traffic optimization initiatives to achieve higher efficiency and to ensure safety compliance with international standards, regulatory and procedural requirements
  • Plan and execute the day-to-day infrastructure network planning of the overall network and communicate network planning to internal and external stakeholders

Leadership Responsibilities:

  • Ensure that all knowledge transfer and individual development programs and plans for all targeted Network Planning & Management employees are developed and implemented in cooperation with HR & Support Services Division
  • Ensure that the overall business plans and Network Planning & Management strategy is communicated and understood by all Network Planning & Management employees, and all employees generally
  • Set individual objectives of direct reports and periodically evaluate their performance in a fair, transparent and objective manner in accordance with policies and employee performance management procedures, and oversee setting of appropriate individual objectives as well as the performance evaluation of employees in the department
  • Develop the manpower needs of the division in coordination with department heads and properly plan the optimal allocation and effective use of its resources in line with Manpower Planning guidelines
  • Follow up on the implementation of action plans and operational programs, and provide guidance and instruction to subordinates on appropriate solutions to resolve implementation issues
