Purpose of the Role
Allocating the necessary staff for delivering operational work carried out by Rail Services according to the requirements of the customers' orders. This will be achieved through the production of accurate plans and rosters for Rail Grinding Staff, including the Rail Grinding Route Conductors, ensuring an efficient use of all available resource within Colas Rail Services, whilst complying with the constraints of the relevant terms and conditions stipulated in the contracts of different staff members. Liaising with external route conductor suppliers for provision of route knowledge.
Key Accountabilities -
Safety - Creating a working plan and roster accordingly that meets industry wide standards and Colas Rail standards of safety and reliability.
Profitability - Producing a work plans and rosters that ensures maximum efficiency in the use of all available operational staff across Rail Services, reducing the need for hiring external staff (e.g. external conductors). As well as minimising the need for lodging and excessive travel.
Quality - Proactively add value to Colas Rail Services through continuous improvement and effecting positive change in culture, processes and behaviour.
Respect - Demonstrate respect for colleagues, our clients and the environment in all areas of work. Keeping all forms of communication respectful and polite at all times.
Key Tasks
- Liaise with the Fatigue controller to check against the fatigue index to identify any risks and manage appropriately before the rosters are issued.
- Utilise staff from all Areas/Departments to keep Volunteers/Conductors/lodging/ excessive travel to a minimum.
- o Ensure as much as possible that dedicated crews are on dedicated machines.
- Manage all Rail Services operational staff annual leave and input onto roster if acceptable and return annual leave slip within seven days either granted or declined
- Attend Planning Meetings with customers when necessary to discuss future workload and manage inputting of orders into the OTMS database
- Check the Rosters in collaboration with the Planners/Maintenance Manager/Operational Managers prior to distribution to all Rail Grinding staff
- Attend Meetings with the Senior Planning & Resource Manager to discuss future workload and the impact it has on the delivery of Rail Grinding fleet of machines
- Identify and manage anomalies with the Customers orders
- Participate in daily /weekly/periodic operational planning meetings when required
- Identify the need for Transit moves
- o Inform Network Rail
- o Input into the database
- Attend interface meetings with the customers as required
- Liaise with other Regional Planning and Rostering Coordinators to optimise manpower utilisation and minimise the requirement for external conductors and operators competence.
- Manage the admin staff have updated NROL/OTMS in a timely fashion.
- Manage that the Network Rail plans are updated and accepted or declined in a timely fashion.
- Identify any shortcomings in route knowledge and inform the Operations Managers and assessors
- Carry out On-Call duties when required
- The above does not limit your duties and the Company may require you from time to time to undertake any work within your capabilities and capacity.
Person Specification
The ideal candidate will have a strong background in dealing with an operational work force and creating rosters for staff that work on a variable shift pattern. They will be able to demonstrate a proactive and management driven approach.
Qualifications and Experience
- Computer literate with experience in using Microsoft Office
- Knowledge and experience of general planning
- Knowledge of rules and regulations as applicable to rail plant operations
- Good geographical knowledge of the railway infrastructure network
- A proven team player who has the ability to deliver in what could be described as demanding circumstances
- To be able to present information in a clear and concise manner
- Be able to communicate with personnel at all levels
- The ability to have open discussion with clients.
- Competent in accident and incident investigation and reporting
- Holder of full UK driving licence
- Holder of a current PTS
