The role is accountable for sponsoring projects/elements of programmes within the Surface/Major Investment Programme in a complex stakeholder and political environment. The post holder will support delivery of programmes and projects relating to investment on the Transport for London asset and borough / third party highway or land. The role is responsible for facilitating planned works and ensuring proposals meet requirements in respect of definition, governance, execution and benefits realisation.

Working with the Portfolio Sponsor and to the Lead Sponsor, the post holder will ensure the development of the necessary plans and stakeholder relationships to effectively sponsor elements of infrastructure projects/programmes in line with TfL's requirements. The post holder will be responsible for collaborating with internal stakeholders and external delivery partners to ensure delivery. In addition, the post holder will be responsible for managing a small team of Sponsors, providing instruction and support.

Accountable for the identification and realisation of the benefits of elements of infrastructure projects/programmes within the Surface Investment Programme.

Identifying key internal and external stakeholders and delivery partners and developing and maintaining strong working relationships to support oversight and delivery of projects and programmes.

Managing cross-business input into elements of infrastructure projects/programmes, ensuring resources are optimised to meet business objectives. Negotiation around trade-offs of network impacts and benefits to ensure schemes meet TfL requirements. Identifying synergies to derive maximum benefit from the investment programmes.

Assuring outputs such as design drawings, traffic/pedestrian modelling and construction plans align with TfL and/or external delivery partner requirements.

Maintaining robust budget, governance (including securing approvals), CDM compliance, and decision making processes, ensuring that elements of projects/programmes are suitably controlled, to timescale, and that emerging issues are acted upon, or escalated as appropriate.

Producing the necessary reporting and governance materials for relevant business units, panels and boards on all aspects of the project or programme, including issues, risks, KPIs, stats and benefits.

Providing content for customer and hi-pri correspondence, FOI requests and contribute to briefings to Senior Management and City Hall.

Responsible for managing one or more members of staff, consistently demonstrating TfL behaviours, undertaking recruitment, ensuring Continuing Professional Development (CPD) and developing team members.

The post holder will report to the Lead Sponsor. Other interfaces include:

- Teams and individuals within Surface Sponsorship Directorate; in particular the relevant Portfolio Sponsors

- Surface Transport: Colleagues in other departments to ensure coordinated planning and delivery

- London Boroughs: Collaborate with borough officers to agree outputs and support delivery

- TfL wide: Colleagues in City Planning, Customer Communications and Technology, Projects & Programmes Directorate, London Underground, TfL Delivery Units/Engineering department, Commercial Development, Legal and Finance to ensure coordinated planning and delivery and that opportunities for joint working are maximised.

- External Agencies: Third party land owners and developers, Department for Transport, Mayor's Office including Greater London Authority staff, external contractors and representatives of other key stakeholder groups. Others include members of the public/customers.

Knowledge

  • Degree level education, membership of a relevant professional body, or equivalent experience.
  • Holds a recognised project management qualification (e.g. APM Practitioner or equivalent) and/or membership of APM or equivalent.
  • Thorough understanding of transport in London, including transport planning and emerging best practice.
  • Considerable knowledge of project sponsorship in the public sector.
  • Thorough understanding of management and delivery of schemes relevant to a highway and transport authority, including knowledge of delivery process in boroughs.
  • In depth knowledge of project management processes, governance and stakeholder and supply chain management techniques.
  • Working knowledge of transport infrastructure related consents, safety protocols, design standards and modelling

techniques.

Skills

Good oral and written communication skills, and an ability to work in an innovative but structured manner.

  • Diplomacy and pragmatism to steer delivery partners (including London Boroughs) towards achieving joint objectives.
