Rail: Route Movements Controller: Riyadh in Riyadh, Saudi Arabia


POSITION SUMMARY:
The Route Movements Controller (RMC) will perform his duty according to the instructions provided by the Temporary Operations Manager. RMC manages tracks of both Line 1 and Line 2 and authorizes all train movements that take place on sections of the railway including the work of contractors. The work schedule will need to be managed around the priorities set forth by the BACS and under the overall direction of the Temporary Operations Manager.
The RMC will need to be trained and certified/licensed to coordinate and control all Works Trains (WT) and Rail Road Vehicle (RRV) and maintenance vehicles movements on Lines 1 and 2 to and from the worksite (with the exception of Test Trains (TT) within a Test Area/Track), and to control the access, egress & movement of all personnel within the operational areas of boundaries.
The RMC is based in the Depots' Rail Movements Control Room (RMCR). At the beginning, the RMCR may not be available. The RMC may be in temporary site offices. When the SCADA will be available, he will be relocated in the RMCR.
RMC will also be responsible for managing aspects of emergency situations according to the CCRRB. All the activities shall be performed in compliance with BACS safety requirements without any derogation specifically the Construction and Commissioning Railway Rulebook.

PRINCIPAL ACCOUNTABILITIES:
The Route Movements Controller is accountable to the Temporary Operations Manager to:

  • Organize and coordinate site logistics activities for Works Trains (WT) and RRV (except the TT within a test area / track) movements and prepare test sites for major testing activities in coordination with the Access Planning Office.
  • Control Track Access and support the WAD and permitting process.
  • The Access Planning Office will provide the details of the route and schedule required for the RRV movements for the operations/testing and grant access permits accordingly. RMC should ensure safe operation and execution of the works on site according to the schedule of work assigned by the Access Planning Office.
  • In case unavoidable circumstances happen, which requires changes to the scheduled movement for the Train operations/testing, the RMC with the support from the HSE team and / or T&C Operation Team shall provide revised access permits promptly to avoid delays of work progress.
  • The RMC should ensure the timely dissemination and update of the Operation Notice to all concerned parties for information and reference.
  • Ensure clear and direct communication and coordination with all the Shunters, Points Coordinators, Train Drivers and Depot Train Coordinator.
  • Ensure clear and direct communication and coordination with the Lead Electrical Controller to obtain LOTO or HV isolation prior to work on a section of track according to the HV isolation LOTO procedures.
  • Review and assess the RRV and ET's operators' qualifications, check the level of their communication and test demonstrate their abilities.


ESSENTIAL JOB DUTIES:

  • Regulate all movements of the WT and RRV via access permits
  • Creation / implementation and respect of rules during operation,
  • Training of WT and RRV's operators,
  • Train his team on hazards that could occur on the line (car collision, pedestrian collision, electrical shock) and how to avoid them,
  • Implement rules to ensure a good control of site,
  • Zero EHS Vision
  • Ensure safe activities as per the Work Permit process and LOTO,
  • Handle any incident, accident and recovery measures,
  • Perform any other duties assigned by the Temporary Operation Manager
  • Maintain and develop his own level of expertise


KNOWLEDGE, SKILLS AND EXPERIENCE:

  • Railway academic qualification or as a minimum a diploma legally required to be employed as a railway movement controller.
  • 10 years' experience in railway testing and commissioning sites.
  • 15 years minimum experience and knowledge on rail movement control.
  • Experience in Railway specifically RRV movements control or similar positions.
  • Excellent written and oral communication skills in English.
  • RMC need to have critical thinking, strong problem-solving skills and the ability to work under extreme pressure and in emergency situations.
  • RMC must have a good memory for learning safety procedures and regulations and be able to concentrate for long periods on detailed information.
  • RMC must have a high degree of personal and decision-making autonomy.
  • Ability to extract, compile, and analyze data for complex reports
  • Ability to provide direction to other personnel

  • Able to handle pressure in OCC environment and make operational decisions,
