Role
The role sits within the Programme Management Office (PMO), supporting the delivery of complex infrastructure programmes through high-quality data, reporting, and insight.
We are seeking a Senior Power BI Data Analyst to lead the development of impactful dashboards and reporting solutions that provide transparency on performance, risks, and delivery progress.
This role is focused on turning programme data into clear, actionable insights, supporting senior stakeholders in informed decision-making.
Key Responsibilities
• Lead the design and delivery of Power BI dashboards and reporting solutions aligned to PMO and programme needs
• Develop and maintain data models to enable accurate, consistent, and scalable reporting
• Create clear, intuitive visualisations that communicate programme performance, trends, and risks
• Own the end-to-end reporting lifecycle from requirements gathering through to delivery and optimisation
• Work closely with PMO, project controls, and delivery teams to define KPIs and reporting standards
• Translate complex datasets into meaningful insights and narratives for senior stakeholders
• Develop DAX measures and calculations to support advanced analytics
• Promote best practice in Power BI development, usability, and performance optimisation
• Support and enable self-service reporting across the programme where appropriate
• Monitor and improve data quality and consistency across multiple sources
• Produce regular and ad hoc reporting packs for governance forums and leadership
• Provide benchmarking, trend analysis, and forward-looking insights
management using a reporting tool
• Understand the Client and Joint Venture Partners' Environment and Sustainability Policies, Processes and statutory requirements as they affect the company's operations and ensure that the requirements, as applicable within their discipline, are implemented on the project.
Required qualifications, skills, behaviours and attributes
• Strong experience delivering Power BI dashboards and reporting solutions in a complex environment
• Advanced capability in DAX, Power Query (M), and data modelling techniques
• Proven ability to translate business requirements into effective reporting and visualisations
• Experience working with large and complex datasets
• Strong understanding of reporting for programme / project environments (PMO, project controls, performance reporting)
• Excellent stakeholder engagement and communication skills
• Ability to present insights clearly to non-technical audiences and senior leadership
• Strong attention to data quality, accuracy, and detail

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 London Tunnels Contract. Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.
