Current Opportunity: Testing, Commissioning & Handover Manager
Location: Based in Birmingham - the Central Region runs from the east of Birmingham into the city centre, comprising Sublot Delta, 1B, 4 and 5S. More than 50% of the structures within IPT Area North are located in the Central Region. This region, which covers a complex urban environment, also includes the 3.5 mile twin bore Bromford Tunnel. It also includes Interchange Station, as well as crossing three major highways (A45, M6 and M42).
Key Responsibilities:
Testing & Commissioning
- Develop and implement commissioning strategies, plans and procedures for MEP systems.
- Lead commissioning activities across mechanical, electrical and public health installations.
- Coordinate pre-commissioning, commissioning, integrated system testing and operational readiness activities.
- Ensure testing and commissioning activities are carried out safely and in compliance with project requirements.
- Review and approve commissioning documentation, method statements and commissioning schedules.
- Manage completion, inspection and test records to ensure systems achieve acceptance criteria.
- Coordinate specialist contractors and suppliers during testing and commissioning phases.
- Monitor progress against commissioning milestones and develop recovery plans where required.
- Support fault identification, troubleshooting and issue resolution activities.
Handover & Asset Integration
- Lead the development and delivery of project handover strategies.
- Manage the compilation and verification of handover documentation, including O&M manuals, asset information and certification records.
- Oversee progressive completion and turnover of systems and assets.
- Ensure all handover requirements align with client, HS2 and operational standards.
- Coordinate training activities for end users and maintenance teams.
- Support the transition from construction to operational readiness and asset acceptance.
Leadership & Management
- Lead multidisciplinary commissioning teams and specialist contractors.
- Coordinate interfaces between MEP, civil, rail systems, architectural and operational stakeholders.
- Manage commissioning risks, opportunities and lessons learned.
- Ensure compliance with health, safety, environmental and quality standards.
- Produce commissioning reports, KPI updates and project performance reports.
- Participate in senior project meetings and stakeholder reviews.
Essential Experience:
- Degree or equivalent qualification in Mechanical Engineering, Electrical Engineering, Building Services Engineering or related discipline.
- Significant experience managing MEP testing, commissioning and handover activities on major infrastructure or construction projects.
- Strong understanding of commissioning processes across complex MEP systems.
- Experience developing and managing commissioning plans and completion strategies.
- Knowledge of integrated systems testing and operational readiness requirements.
- Experience managing specialist subcontractors and multidisciplinary teams.
- Strong understanding of quality assurance, verification and acceptance processes.
- Excellent communication, leadership and stakeholder management skills.
- Ability to manage programme, risk and project priorities in a fast-paced environment.
