Hybrid working within this role enables a balance of 50 per cent of time split between the office and home over a 4-week period. Hybrid working arrangements can evolve subject to business requirements

Senior Transport & Growth Programme Manager
As Senior Transport & Growth Programme Manager you’ll shape TfL’s approach across many of London’s most strategically important growth locations, Opportunity Areas and transport interchanges.
Working with senior leaders across TfL, the GLA Group, London boroughs and Government, you’ll influence investment priorities, develop innovative solutions and help ensure transport enables London’s long-term growth.
This role sits on the Spatial Planning and City + Place Unit Leadership Teams and you’ll have significant autonomy to develop new ideas, build trusted partnerships and influence decisions across organisational boundaries. This is a rare opportunity to combine strategic thinking, programme leadership and public service at city-wide scale.
Key Accountabilities
In this role you will:
- Shape TfL’s strategic approach to growth areas and major interchanges, setting direction, establishing governance and bringing together expertise from across the organisation
- Develop place-based strategies, masterplans and proposals for world-class interchanges, representing TfL’s interests in the context of complex built environment sector in London
- Shape future investment by overseeing the development, assessment and feasibility of projects, building robust cases for preferred solutions
- Champion innovation and continuous improvement, helping TfL develop new approaches to planning for sustainable growth
- Build trusted relationships with senior leaders across TfL, the City + Place Unit and the rest of the GLA Group, London boroughs, Government and the private sector, influencing decisions that shape London’s future
- Develop and support the next generation of planning and programme professionals by sharing knowledge, championing inclusive leadership and fostering collaboration across teams
Skills, Knowledge & Experience
Skills
- Able to think and lead strategically, making connections across TfL’s, GLA's and borough activities (Essential)
- Ability to lead and work in cross-business teams and resolve conflict. Able to establish effective virtual teams (Essential)
- Excellent written and verbal communication skills and in particular ability to write and present fluently and persuasively about complex technical and political issues for a wide range of audiences and complex stakeholder groups (Essential)
- Initiation and feasibility of transport schemes in line with policies & other requirements (Highly Desirable)
- Developing or assessing transport policies and procedures in a place-based context- (Highly desirable)
- Excellent analytical skills and ability to apply economic concepts and techniques to transport and wider problems (Highly desirable)
Knowledge
- Degree or equivalent in a relevant subject and further qualification(s) in a closely related discipline (Essential)
- Excellent understanding of the role of development and regeneration in business case and appraisal including the assessment of wider economic benefits (Essential)
- Expert in the issues affecting London’s future growth including challenges around housing, the economy and transport with a clear understanding of the role that transport plays in addressing these strategic issues (Highly Desirable)
- Excellent understanding of London’s transport needs and interactions between transport, the economy and housing (Highly Desirable)
- Excellent knowledge of the local and strategic spatial planning frameworks in London and national legislation (Highly desirable)
Experience
- Strategic spatial and transport planning and the application of economic and broader planning concepts to transport schemes and initiatives and working in a fast moving, sensitive, political environment (Essential)
- The relationships between transport investment and the wider growth and development of London and appraisal and assessment of strategic investments/infrastructure with significant wider economic benefits (Essential)
- Preparing and drafting complex strategic reports and of negotiating complex issues and securing the buy in and support of stakeholders on the overall case for growth and new infrastructure (Essential)
- Influencing and presenting complex material to external stakeholders, representing an organisation externally at a high level and dealing with a variety of conflicting stakeholder issues (Essential)
