Full Time

HS2, Britain’s new high-speed railway is at peak construction. Balfour Beatty VINCI is HS2’s construction partner in the Midlands, responsible for delivering 90km of the route, from Long Itchington in Warwickshire to the centre of Birmingham and on to Handsacre in Staffordshire.

Current Opportunity: HAVS & COSHH Coordinator – Health & Safety

Location:

Based in Coventry - the South Region comprises Sublots 2B, 2A and 1A Long Itchington Wood. It stretches for approximately 39.2km from Finham Brook to Southam through a mixture of rural and suburban landscapes

Role description:

Core:

• Live the Balfour Beatty Vinci Values

General

• To promote and champion the implementation of the Project Safety Management System

• Support the Sublot Safety Manager

• Provide competent and practical advice, support and assistance to Sublot staff and subcontractors (to enable them to discharge their health and safety responsibilities).

• Develop and deliver suitable safety training programmes for all project personnel (including routine project inductions, sublot orientation, toolbox talks and topic specific presentations).

• Undertake Health and Safety compliance evaluations, inspections and audits at prescribed intervals – record outputs and liaise with site management to ensure actions are completed.

• Promote a positive safety culture through proactive engagement and communications with project teams, including the supply chain and supervision

• Support the investigation of accidents, incidents and near miss events in accordance with the BBV Way. Monitor and report to line management the implementation of actions to prevent recurrence

• Maintain H&S records, minutes, registers and data as required

• Help record, collate and interpret health and safety performance data including close out of inspection and accident investigation reports, and provide management reports on a routine basis to help improve site safety

• Interface and develop health and safety initiatives with the customers and/or joint venture delivery partners.

• Assist in Drug & Alcohol testing

COSHH (Control of Substances Hazardous to Health) Coordination

• Suitably trained and will hold a CITB Site Supervisor Safety Training Scheme Certificate (or Company recognised equivalent) as a minimum

• Responsible for ensuring an up to date COSHH Register.

• Issue the COSHH assessment for a specific task via Sypol system

• Ensure that COSHH assessment are filed in an accessible folder (both hard-copies and electronic copies)

• Ensure suitable emergency equipment is available and present at strategic locations

• Ensure that processes and tasks that could give rise to exposure via any route (inhalation, absorption, ingestion and injection) are risk assessed and significant findings recorded in accordance with the COSHH Regulations.

• Ensure that the relevant control measures identified within the COSHH Assessments are documented and implemented with the full support of the Project Director.

• Arranging Face-fit testing where required.

HAVS (Hand-Arm Vibration Syndrome) Coordination

• Be involved at design and planning stages to influence methodology and tool selection to eliminate or minimise vibration risk.

• Work with the construction team to identify less hazardous procedures to complete the task.

• Work with the plant team to identify the BBV tool list to identify lowest vibrating emitting tools and latest technology available.

• Work with the construction team to identify and quantify the vibration risk and personnel affected.

• Support the team in the vibration procedure implementation.

• Audit the implementation of workplace monitoring and identification of health surveillance requirements.

• Ensure that HAVS exposures are recorded by those exposed to HAVS; e.g. through use of the ATPMS.

Essential Experience / Qualities:

Health Safety & Environmental

• Ability to work in a team

• Strong and effective communication skills to deliver key safety messages

• Corporate Member of the Institution of Occupational Safety and Health (or working towards) or equivalent

• NEBOSH General / Construction Certificate or equivalent

• Relevant CSCS Card

• Understanding of UK Health and Safety legislation, regulations, ACOP’s and guidance.

• Construction Industry Experience and application of CDM 2015

• Experience of working around lifting operations, construction plant, excavations, working at height, electricity and working adjacent to the public, plant person interface

• Good knowledge of Word, Excel and Power Point

• Understanding and knowledge of confidentiality requirements of role

• Experience of chairing meetings, both with the workforce and supply chain

Engineering Control

• Understanding and experience of the construction and civil engineering process, including constraints and requirements of specialist heavy-civils operations (e.g. piling, earthworks, lifting, structures, earthworks etc)
