My client are a large passenger train operator in the south, serving London and the South West with
services into London Waterloo. Their engineering directorate is responsible for the maintenance, cleaning and deployment of around 400 trains to provide these services, delivered from eight maintenance depots.
JOB TITLE: Standards and Compliance Manager
REPORTS TO: Head of Engineering
FUNCTION: Engineering
LOCATION: Wimbledon
MAIN PURPOSE
To ensure the company remains compliant with current
legislation and understand potential impacts to the business from legislative
changes in the future when considering its activities including maintenance, repair,
modification and material procurement for the rolling-stock it operates.
SCOPE
Reporting to the Head of Engineering, this post acts as owner for all maintenance
standards, documentation and processes employed within the company including managing a three-person Standards and Compliance team.
PRINCIPAL ACCOUNTABILITIES
- Lead and direct the development and continual improvement of the Engineering Manual (which includes the Vehicle Maintenance and Overhaul Policy).
- Enhance and develop the Vehicle Maintenance Schedules for both Level 1-4 and Level 5 maintenance (where applicable).
- Lead and manage the day to day management and development of fleet databases used to ensure efficient management for fleet data. This includes, but not limited to; SOROS, Lotus Notes databases, Sharepoint, PADSnet, Engineering Intranet.
- Line management of the Standards Engineer and Compliance Engineer.
- Carry out assurance activities of the companies supply chain with respect to safety Critical Components and Services.
- Manage the process for fleet certification to ensure that the fleet are correctly certified for the operation being undertaken. This includes liaison with Rolling stock library and National Vehicle Register.
- Ensure internal and external audits of maintenance activities are undertaken, and those corrective actions and recommendations are properly followed up and implemented (as applicable).
- Monitor Safety Critical defects, High Risk Safety Related Defects and investigate trends to ensure the Engineering Manager is aware of emerging problems with the Fleet.
- Monitor industry and legislative changes to ensure that the companies engineering manual supports on going compliance.
- Provide industry liaison for the company to ensure the company is properly represented on industry steering groups, and, where possible influence the industry for the benefit of the company.
- Progress the companies aspiration to become an Entity in Charge of Maintenance if required. Once certification has been achieved, maintain the process to ensure continued compliance.
- Progress the companies aspiration to become a RISAS (Railway Industry Supplier Association) accredited heavy maintenance supplier. Once certification has been achieved, maintain the process to ensure continued compliance.
DECISION MAKING
- The post holder is required to understand the impact that changes may have to the business. These may arise from engineering technical changes, where compliance to current legislation may be questioned, through to upcoming changes to legislation which could have an impact on the way the company operates with respect to the maintenance and repair of railway vehicles.
- It is a requirement that the post holder keeps the Head of Engineering abreast of legislative issues which may impact the business, and to advise on the best course of action to remain compliant, whilst giving consideration to commercial impact.
SPECIFIC EXPERIENCE, KNOWLEDGE AND QUALIFICATIONS
1. Must have a technical engineering qualification to degree level (or
equivalent)
2. Preferably be a Chartered Engineer (or working towards).
3. Must have 5 years' experience in a technical management role.
4. Must have experience of ISO quality system and a sound knowledge of
product, safety and quality audit processes.
5. Knowledge and ability to interrogate Railway Industry software systems,
standards and legislation is essential.
6. Knowledge of rolling stock equipment and design, modern maintenance
systems and train operation is desirable but not essential.
7. Must be able to work on their own initiative and have good attention to
detail.
8. Must be enthusiastic and a team player with excellent communication and
interpersonal skills.
9. Knowledge of Health and Safety Law
10. Excellent ability to write in clear concise English for development of high
quality documentation
