Senior Security Manager - Rail Infrastructure Design (Toronto-based)

We're working with a major rail infrastructure provider on a long-term programme in Toronto. They're seeking a Senior Security Manager to lead the development and delivery of system security documentation and assurance across the design phase of the project. This role is design-focused, not operational or installation-based, and will require on-site presence 3 days per week during the initial phase.
Local candidates preferred. US citizens open to relocation will also be considered.
Key Responsibilities
- Lead the development of system security submissions for transit infrastructure.
- Conduct Security Risk Assessments (SRAs), maintain mitigation logs, and manage living security documentation.
- Collaborate across design packages to assess risks and define protective strategies for passengers and environments.
- Coordinate with civil contractors, cybersecurity teams, and multidisciplinary design leaders to ensure integrated security solutions.
- Support the development of security policies, procedures, and protocols for transit systems.
- Provide regular updates to senior leadership on status, risks, and compliance deliverables.
- Ensure all documentation meets technical, contractual, and regulatory standards.
Candidate Profile
- 7-10 years' experience in security leadership within rail or transit design and construction.
- Strong understanding of security design principles and lifecycle compliance.
- Proven ability to write detailed technical reports and lead stakeholder presentations.
- Skilled in influencing across diverse teams and managing subcontractor relationships.
- Familiarity with ISO 22341, NIST, ISO 31000, APTA, and industrial security frameworks.
- Proficient in MS Office, Bluebeam, IBM DOORS, and design-build documentation tools.
- Excellent organisational and time management skills.
Qualifications
- Bachelor's degree in Security Management, Engineering, IT, or related field.
- Advanced degrees (Master's, PhD) are a plus.
- Preferred certifications: P.Eng., CPP, PSP, PMP, or equivalent.
- Must pass a clear criminal background check.
- Fluent in English (written and verbal).
