A track biased Construction Support Manager is needed for a leading consultancy business to support TFL.
Construction Support Manager Role Purpose
- Plan, control and implement large, multi-disciplinary construction sites in order to:
- Deliver multi-disciplined construction sites.
- Meet all requirements for safety, quality and value for money.
- Report progress, slippages, opportunities and threats to the success of the SSL Upgrade Programme.
- Meet the relevant specifications and agreed targets for cost and time scale
maintained and works are undertaken to the approved designs in accordance with HSE legislation &
Network Rail Group line/TFL and DRSS standards.
Key Accountabilities
- The Construction Support Manager will be responsible for the safe and successful delivery of the projects Site Works under his/her management, from the commencement on site to handover and completion.
- From a Site perspective Construction Support Managers support the Construction Manager when he/she is delivering their specific outputs and responsibilities.
- Planning and managing works of all disciplines to ensure compliance with the relevant standards, safety plans, ACOPs etc.
- Manage external and internal contractors/suppliers to deliver the works safely and within programme and budget.
- Investigating reported Site Construction and Installation concerns from internal/external customers, the public, statutory undertakers, adjacent property owners etc. and implementing driven actions to satisfy the Safety Case and promote good PR.
- Responding to emergencies involving Construction and Installation works, evaluating the problems, liaising, and advising and implementing agreed remedial works to minimise adverse consequences to the Business.
- Examining options to address deficiencies in asset condition and making recommendations to fulfil the Business needs.
- Responsible for delivery of Health and Safety on Site by the Contractors.
- Maintaining a Contract and project control systems to monitor works, programmes and costs. Produce Daily Shift reports
- Maintain daily contact with staff to ensure activities are co-ordinated and requirements of TfL customers met. Attend regular formal performance meetings with all parties to ensure all issues are being tackled and formulate report to Construction Manager.
- Ensure that the TfL and Industry Standards are applied consistently so that quality of outputs is maintained.
- Liaison with Contractors Site management to ensure effective co-ordination of works, projects, inspections and investigations.
- Liaising with internal and external parties to ensure that safety and asset health of is not compromised and maintenance provision has been addressed in connection with other projects.
- Monitor that Site staff is technically sound and are trained as necessary in Health and Safety legislation.
- Assist or represent and Liaise on behalf of the Construction Manager with Local Authorities, other Professional Organisations (i.e. ORR) and Outside Parties on behalf of TfL and the Company to resolve Technical, Environmental and Safety issues. In addition to this, act responsibly with regards to issues involving immediate neighbors.
- Ensure the implementation of all relevant Health & Safety and Fire & Safety requirements of TFL; Monitor all necessary licences are in place; ensure that materials are used and stored in compliance with Company rules; ensure contractors have been issued with instructions on special TFL safety rules to ensure compliance with all corporate and legal requirements.
- Provide the Construction management team with the information required, by the client and other appropriate authorities, to ensure that the progress and completion of projects are monitored and recorded.
- Report to the Construction Manager, being able to undertake responsibility of the post with minimal technical supervision.
Safety Accountabilities
- The job holder must be committed to TfLs Health and Safety Policy statement and the Companys safety programme and be aware of his/her contribution to the programme, including the requirement to monitor safety performance and compliance with the systems established to assist in maintaining high safety standards.
- The job holder must be familiar with the safety legislation that is relevant to his/her post andcomply with the necessary statutory requirements. These will include the Health & Safety at Work Act, Fire Precautions Act, 1971, CDM regulations and associated regulations. Under CDM the construction manager may be delegated the role of planning supervisor for any works on site.

- To take reasonable care of oneself and of other people who may be affected by ones actions and omissions at work.
- To co-operate with the management of TfL , so far as is reasonable, regarding compliance with any statutory provisions.
- Not to interfere with or misuse anything provided in the interests of health, safety and welfarein pursuance of any relevant statutory provisions and comply with that legislation which is specific to the post.
Knowledge
- Sufficient legal knowledge and experience to handle contractual issues competently (essential)
- The awareness and specialist knowledge to ensure safety in the railway environment. (essential)
- PTS/Track Awareness (DLR)/, TSA (Trams) or as applicable and PICOW (DLR)
- SMSTS/SSSTS
Experience
- Experience in delivering multiple multi- disciplinary Projects in a railway environment to time and to budget (essential)
- A high level of numeric and analytical ability, extensive experience of the financial control of projects and knowledge of critical path programme analysis applicable to large projects. (essential)
- 5 years or more site management/supervision experience, with successful track record in managing multi-disciplined sites relevant to the role undertaken. (desirable)
