CRO - Metro - Philippines

The market leading infrastructure recruitment specialist is seeking an experienced CRO Manager to join a leading contractor on a major ongoing rail project in Manilla.

About the Role:

The CRO Manager will be responsible for developing, implementing, and managing the Commissioning, Readiness, and Operations (CRO) Plan for the E&M and track scope of the Metro Project. This includes ensuring systems are fully commissioned, operationally ready, and compliant with safety and regulatory standards before revenue service.

Key Responsibilities:

Commissioning & Readiness

• Develop, adapt, and implement the CRO Plan in line with the project schedule and contractual obligations.
• Define and coordinate the test and commissioning strategy for E&M systems (including trackwork, traction power, signalling interface, tunnel ventilation, SCADA, fire detection, etc.).
• Ensure proper sequencing and integration of testing activities with other contractors and the client.
• Establish protocols and supervise Trial Running, Trial Operations, and other operational readiness exercises.

Training & Personnel Readiness

• Ensure all personnel involved in commissioning and operations are adequately trained and certified.
• Coordinate with OEMs and subcontractors to deliver training programs, manuals, and simulations.
• Supervise the competency assessments of staff participating in testing, emergency drills, and operations.

Rail Vehicle Movement Authorization

• Authorize and control the movement of rail-bound vehicles entering or operating within the tunnel system.
• Implement strict access control procedures, vehicle tracking, and operational safety protocols in collaboration with the construction and safety teams.
• Ensure compliance with tunnel ventilation, fire life safety, and evacuation readiness during all vehicle movements.

Coordination & Interface Management

• Act as the primary interface between E&M systems, the trackwork team, and external parties (e.g client representatives).
• Chair or attend commissioning coordination meetings, reporting progress and resolving interface issues.
• Support the Systems Integration Team in ensuring interoperability and functional integration of E&M systems with other contracts.

Documentation & Regulatory Compliance

• Oversee the preparation and submission of:
  • Test Procedures and Reports
  • Commissioning Records
  • Training Records
  • As-Built Documentation
  • Safety and Operations Certification Dossiers

Qualifications & Experience:

• Bachelor's Degree in Engineering (Mechanical, Electrical, Railway Systems, or related discipline).
• Minimum 10 years of relevant experience in major rail infrastructure or metro projects.
• At least 5 years of experience in testing, commissioning, or operational readiness roles on rail or metro projects.

Salary Package:

The salary on offer for this position is flexible depending on years of experience but it will be an international, key expert package
