Job Title: Site Manager / Construction Assistant

Summary:
We are looking for a Construction Assurance Specialist to support the delivery of a high-profile rail enhancement project involving civil, signalling, telecoms, track, and electrification works. This includes bridge replacements, a new platform, and a station entrance building. The project is currently in the delivery phase and under significant stakeholder scrutiny regarding safety, quality, cost, and programme.
Key Responsibilities:
Monitor construction activities to ensure compliance with relevant legislation, internal standards, and industry regulations.
Promote awareness of health, safety, quality, and environmental (HSQE) best practices through regular site engagement.
Verify the competence of contractor personnel before and during works using Sentinel and standard competency checks.
Review site documentation related to works impacting operational railway infrastructure.
Ensure contractors have communication plans for informing lineside residents of planned works.
Carry out regular site inspections based on risk, ensuring activities follow approved method statements and do not compromise rail safety.
Identify, report, and support resolution of quality or safety issues, including raising and closing Non-Conformance Reports (NCRs).
Maintain accurate and auditable records such as daily diaries, inspection logs, and QA documentation.
Perform CoSS and/or Site Warden duties where required for protection of rail operations.
Support testing activities in coordination with the site laboratory and Quality Manager.
Review and witness Inspection & Test Plans (ITPs), ensuring workmanship meets required standards.
Contribute to continuous improvement by helping develop quality forms and checklists.
Collaborate with the wider project team, including designers, supervisors, and quality personnel, to support efficient and compliant delivery.
Promote high standards of delivery and assist in resolving on-site issues to keep work on programme.
Essential Experience and Skills:
Experience in heavy civil engineering within a live railway environment.
Understanding of construction quality assurance practices and relevant specifications, such as the Specification for Highway Works.
Competence in identifying defects, raising NCRs, and maintaining QA documentation.
Valid CoSS (Controller of Site Safety) certification.
Valid PTS (Personal Track Safety) certification.
Ability to work independently on-site and communicate clearly with a range of stakeholders.
