Job Introduction

We currently have a vacancy for a Social Legacy Manager here at SCS Railways, working within our Consents & Engagement team.


About the role:

Working alongside internal and external partners, the Social Legacy Manager (SLM) will further develop and embed the Social Legacy Strategy and Community Investment Management Plan (CIMP), and facilitate and support the delivery of coordinated portfolio of community and social legacy projects for the HS2 London Tunnels project, building strategic relationships with local stakeholders and community groups to meet framework and client requirements. The postholder will coordinate and measure the implementation of the projects across the delivery services and delivery teams. The postholder will use the overarching CIMP to contribute to the development of the Social Legacy Strategy with the following vision:

“To leave a positive and sustainable legacy through the social activities we deliver, contributing to the long-term wellbeing and resilience of individuals, communities, and society in general. “

The postholder will therefore be responsible for ensuring the continuation of our Social Legacy programme which builds upon the Social Value programme which has been hugely successful to date.

The CSLM will report to the Community Engagement Strategic Lead. The role will work in close partnership with the following teams: Procurement; Community Engagement; Skills, Education & Employment; Equality, Diversity & Inclusion; within our works delivery areas to identify local opportunities and support those teams to manage their local community investment programmes, activities and events, helping to create positive and sustainable long-term benefits for those local communities impacted by our works. This will be through donations of time, resources, knowledge and experience and funds from within SCSjv and our extensive supply chain.

Role Responsibility

  • To lead the Social Legacy Strategy across the project, ensuring we are delivering high quality innovative and sustainable social value and social legacy outcomes for the community.
  • To ensure data capture and evidence is collected and reported in line with project and joint venture parent company requirements.
  • Report on our social legacy contributions to the Senior Leadership team, the Client and other parties as required, being recognised as the project’s subject matter expert.
  • Further develop and shape the Community Investment Management Plan across the project for maximum impact and buy-in, supporting our Strategic KPI.
  • Work collaboratively with the Community & Stakeholder Engagement Teams, utilising their local knowledge and community relationships to understand community demographics and identify areas of need, supporting them to ensure local community groups have opportunities to influence and inform the local investment programmes in each area.
  • Identify potential budget requirements for community and social legacy projects, developing a business case for funding of project-wide opportunities to maximise value for money.
  • Work with internal SCS teams and neighbouring HS2 contractors where appropriate to support other community groups or projects in securing HS2 funding via the CEF and/or BLEF funding schemes.
  • Identify, manage and develop key client, strategic stakeholder and community relationships throughout the project lifecycle to support the wider Social Legacy Strategy.
  • Work with supply chain partners to maximise potential opportunities to deliver innovative and creative schemes to support the wellbeing of our communities.
  • Build a network of internal and external collaborators to maximise impact of investment opportunities across the delivery teams and engage across multiple industry sectors to share best practice and lessons learned.
  • Work closely with our Engagement and external Communications teams to create a narrative about how SCSjv is helping HS2 to build a better future through community-focussed initiatives and leave a legacy for the next generation, promoting a positive image and raising public awareness of the benefits of the HS2 project, SCSjv and our parent companies. This will be underpinned by ensuring positive initiatives are recorded and coordinated, and then shared effectively through the Communications Team, raising awareness through variety of internal and external channels in accordance with client and parent company branding and publicity guidelines.
  • Support the public events delivered by the Community Engagement, SEE, and EDI teams as required, developing and delivering content on social legacy and community investment.

The Ideal Candidate

Required qualifications, skills, behaviours and attributes:

  • Direct experience of creating and driving community investment initiatives and legacy projects.
  • Exceptional interpersonal skills, with a proven background in building credible relationships with all stakeholders including senior teams, client and external partners.
  • Excellent written and verbal skills across a variety of communication channels.
  • Strong influencing and negotiation skills and demonstrable ability to identify opportunities and drive change.
  • Good data management and analysis skills.
  • Experience of the construction industry.
  • Community Engagement or Stakeholder Management experience.
  • Experience of working across complex multi-disciplinary organisations.

Please note this role will require an Enhanced DBS check.

Desirable qualifications, skills, behaviours and attributes:

  • Direct experience of working on major infrastructure projects.
  • Previous Project Management experience.
  • Experience in financial and budget management.
  • Media experience / training

About the Company

The role will work on the HS2 project. HS2 is the UK’s new high speed rail network. It will be a catalyst for economic growth across Britain, freeing up space on the existing railways and connecting 8 out of the UK’s 10 biggest cities with fast, reliable and frequent high speed services

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 London Tunnels Contract. Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.
