About the role

We have an exciting opportunity for a strategically-minded professional with experience of operating in fast-paced, energetic and digital environments.

Over the next couple of years we will be evolving as a business, for which the digital strategy is setting the foundations and developing future-proofed infrastructure enabling us to be a digitally enable business.

The digital strategy manager will support the delivery of Places for London’s digital transformation by managing the development and implementation of strategic digital initiatives under the leadership of the Digital Lead.

Acting as business sponsor, The Digital Strategy Manager will translate Places business needs into actionable digital solutions, support business change processes, coordinate cross-functional delivery, and embed digital operating model and capabilities that contribute to improved efficiency, innovation, and value creation.

Working closely with colleagues across Places for London, TfL’s Technology & Data function, and external partners, the postholder will help prioritise digital requirements, build case for change and ensure alignment with the organisation’s ambition to quadruple its annual dividend to TfL and double its asset portfolio value.

Key Accountabilities

  • Act as the primary liaison between Digital/Technology teams and business functions, ensuring alignment of digital initiatives with organisational strategy.
  • With the support of technology specialists, translate business needs into clear digital requirements and ensure digital roadmaps support strategic objectives.
  • Manage and triage digital demand, ensuring clear evaluation criteria and alignment with strategic priorities.
  • Coordinate the delivery of digital initiatives across business units and TfL technology and data function to ensure digital initiatives comply with organisational governance, security, data protection, and architectural standards.
  • Monitor and report on the performance of digital initiatives, ensuring business requirements are met and risks/issues escalated and inform continuous improvement.
  • Conduct horizon scanning and support the evaluation of emerging technologies that could enhance business performance, customer experience, or asset value.
  • Champion digital best practice, providing insights and contribute to building a digital-first culture across Places for London.
  • Contribute to the development and implementation of the digital operating model, governance framework, ensuring clear ownership, accountability, and compliance with TfL policies.

Experience

  • Demonstrated experience of acting as a strategic partner between business and digital/technology functions.
  • Background in product management, agile delivery, transformation, or business analysis.
  • Experience supporting end‑to‑end delivery: discovery → design → delivery → optimisation in a complex organisation
  • Familiarity with emerging technologies, digital platforms, and data-driven decision-making.
  • Experience spotting opportunities for digital transformation or service improvement.

Skills

  • Excellent influencing and stakeholder management skills, working with both internal and external stakeholders
  • Proven ability to build strong collaborative working relationships to deliver results across diverse groups
  • Ability to make things happen. A self-starting individual with curiosity and eagerness to learn
  • Financially literate, analytical and detail conscious
  • Excellent presentation and organisational skills
  • Confident in advising senior teams with the ability to present complex strategic problems and proposals in an accessible way
  • A strategic thinker with the ability to join the dots, spot linkages and dependencies
  • Ability to take the long-term view, looking beyond day-to-day decisions on projects and programmes
  • Excellent written communications skills

Knowledge

  • Awareness of enterprise architecture, systems integration, APIs, and data governance (no need to be hands‑on technical).
  • Ability to map current-state and future-state processes.
  • Knowledge of digital governance frameworks, risk management practices, and information security/data protection requirements.
  • Ability to build business cases, assess value, understand cost models, and support investment decisions.
  • Understanding of digital and data trends in the real estate or infrastructure sectors.
  • Knowledge of programme and project management principles in a digital context

Hybrid working within this role enables a balance of 50 per cent of time split between the office and home over a 4 week period. Hybrid working arrangements can evolve subject to business requirements.
