Rail High Voltage Project Manager (French Speaking)

EWI have an exciting opportunity for an experienced Rail High Voltage Project Manager for a rail project in the Ivory Coast.

The ideal candidate for this role should be either an Engineer with a minimum of 5 years' experience or a Technician with at least 10 years' experience in similar railway projects. Proficiency in the specific target subsystem is a prerequisite, while international exposure is highly valued. Previous involvement in System/Multi-batch projects is advantageous, and fluency in French is mandatory. The candidate should possess specialized knowledge in 1500VDC Experience, HV Substation, and P Recovery, along with the ability to interface effectively with other subsystems such as track, rolling stock, CFA, SCADA, and signaling. Expertise in ISO 9001 quality processes and V-cycle project management is essential, alongside proficiency in schedule management, including task scheduling, performance tracking, and testing. Competence in accounting and budget management using tools like COPERNIC is expected. Interpersonal skills are critical, including self-drive, autonomy, and accountability, effective collaboration within diverse teams, demonstrated leadership, and attributes of rigor, motivation, anticipation, and organizational skills. Emphasis is placed on transparency and clear communication.

  • Management:
    • Ensure the proper management of expenses under COPERNIC
    • Monitor the physical and budgetary progress of your batch,
    • Monitor and optimize expenses,
    • Presentation of milestones (pts 0 / 20 / 50 / 80)
    • Manage the subcontractors involved in the subsystem, if applicable,
    • Manage purchases of its subsystem (with DAT France and SAT Local support),
    • Monitor invoicing and ensure compliance with payment milestones,
    • Monitor and justify changes made to the project that have an impact on its subsystem (cost, quality, deadline),
    • Ensure the management of risks and opportunities according to the ROMP procedure of the DGI

  • Technical follow-up and testing:
    • Ensure the consistency of the technical choices for its subsystem with the budgeted assumptions and validate all documents, including studies before external dissemination,
    • Analyze and process any comments from the AMOA, the MOE and other stakeholders,
    • Participate in meetings to study your subsystem and site visits,
    • Establish the test plan for your subsystem and participate in integration tests

  • Operations:
    • Enforce QHSE and CSR policies, and Project/Region objectives
    • Provide the necessary means to comply with regulatory safety requirements and ensure strict compliance with them,
    • Scrupulously follow the schedule (study, purchase, work and tests) of your subsystem and propose optimizations if necessary,
    • Definition of human resources and their follow-up (job descriptions, EAE)
    • Set up a training plan for your subsystem (in coordination with HR, QHSE)
    • Definition and monitoring of material resources
    • Mobilization and demobilization management (in coordination with HR and Management)
    • Optimization of resources (human and material)
    • Ensure the escalation of problems and conflicts between studies/works or works/works for arbitration,
    • Participate in the coordination of system work up to integration tests,
    • Participate in CFE coordination meetings as required,
    • Animate the meetings of its subsystem,
    • Ensure reporting to your manager according to the imposed format
