The market leading infrastructure recruitment specialist is seeking an experienced HSE Manager to join a leading consultancy firm on a major ongoing rail project in Manilla.
About the Role:
The HSE Manager will lead all health, safety, and environmental initiatives across the metro project lifecycle. This includes planning, implementation, monitoring, and continuous improvement of HSE systems to ensure full compliance with Philippine regulations, international standards, and client requirements.
Key Responsibilities:
- Develop and implement the project's HSE Management Plan in alignment with ISO 45001 and ISO 14001 standards.
- Ensure compliance with Philippine laws (e.g., DOLE, DENR, DPWH) and international best practices.
- Lead risk assessments, hazard identification, and mitigation planning across all construction phases.
- Conduct regular site inspections, audits, and incident investigations.
- Manage and mentor the HSE team, including safety officers and environmental specialists.
- Liaise with contractors, consultants, and government agencies on HSE matters.
- Deliver HSE training programs for workers, supervisors, and subcontractors.
- Maintain accurate records of incidents, near-misses, and corrective actions.
- Prepare and submit HSE reports to senior management and regulatory bodies.
- Promote a proactive safety culture and environmental stewardship across all project stakeholders.
Qualifications & Experience:
- Bachelor's degree in Engineering, Environmental Science, Occupational Health & Safety, or related field.
- Minimum 10 years of HSE experience in large-scale infrastructure projects, preferably rail or metro systems.
- Proven leadership in managing HSE on complex, multi-contractor construction sites.
- Certification in Occupational Safety and Health (e.g., BOSH, COSH) recognized by DOLE.
- Familiarity with Philippine environmental regulations and permitting processes.
- Strong knowledge of international HSE standards (e.g., OSHA, IFC, ADB Safeguards).
- Excellent communication, reporting, and stakeholder engagement skills.

Salary Package:
The salary on offer for this position is flexible depending on years of experience but it will be an international, key expert package
