Rail Configuration & ECCP Chair

EWI are supporting a Leading international engineering firm who are requiring a Rail Configuration Manager & ECCP Chair for a prestigious rail project in Saudi Arabia

Reporting to and collaborating closely with the EPM Requirements & Configuration Manager, the Configuration & Change Control Manager will play a pivotal role in the successful implementation of the railway project. This role encompasses overseeing the configuration of the railway design, its execution, civil construction, rail system installation/testing phases, and managing the project's engineering change control activities. The Configuration & Change Control Manager will lead a team responsible for maintaining the project's configuration model, coordinating with various stakeholders, and ensuring compliance with configuration management plans and procedures.

Key Responsibilities:

• Execute the project's configuration and change control engineering management processes.
• Break down designs into Configuration Items List (CIL) and manage NEOM's configuration model throughout all project phases.
• Select, procure, and implement a software-based configuration control tool across the project.
• Provide governance, guidance, and advice on project configuration systems' implementation and management.
• Ensure project compliance with approved configuration management plans and processes through surveillance activities.
• Chair and lead the Project's Engineering Change Control Panel (ECCP) to manage technical and operational changes.
• Validate critical services with stakeholders and organize configuration change reviews within the ECCP.
• Review design and implementation submissions related to Configuration Items (CI) from engineering entities.
• Coordinate configuration management with engineering requirements, including hardware and software components.
• Offer training and support to other members of the Project's configuration management and Change Control Panel.
• Participate in Design & Implementation Gate reviews, ensuring configuration management deliverables are accepted by NEOM.
• Support change management activities, assessing impact on interfacing parties.
• Monitor and assign action plans for Change Orders and Change Notices.
• Contribute to commercial 'Trend' meetings, providing technical change insights.
• Ensure compliance with stakeholder requirements, manage technical assurance activities, and facilitate self-assured project delivery.
• Prepare and present periodic Configuration Management reports and Metrics to senior management.
• Conduct technical configuration audits on contractors/suppliers during project phases.
• Share best practices and methods with the global Engineering community through REX (Return on Experience) initiatives.

Qualifications and Experience:

• Engineering Degree from an accredited university
• 15+ years of relevant experience, preferably in railway
• Demonstrated experience in leading configuration management techniques on significant rail and infrastructure projects.
• Adaptability to collaborative environments involving clients and versatility in Systems Engineering tasks.
• Extensive experience in configuration management, including plan development, process creation, and policy implementation.
• Proficiency in developing objective evidence to support project safety cases.
• Familiarity with systems engineering, approval processes, and industry standards.
• Knowledge of technical change review processes and related software tools.
• CMMI knowledge and substantial audit participation experience.
• Working knowledge and application of industry standards such as BS/ISO 10007:2003, BS/EN 9223-101 to 105:2018.
